US cmdr spells out Iraq mission under new pact

BAGHDAD – A security pact that sets a timetable for troops to leave Iraq requires a shift in how the U.S. carries out combat missions during its remaining time in the country, the top U.S. military commander in Iraq said Friday.

Gen. Ray Odierno said in a written statement to troops that they would be receiving new rules of engagement but that there would be no change to their ability to protect themselves and the multinational force.

The security pact, "though, will require a subtle shift in how we plan, coordinate and execute combat missions throughout Iraq," Odierno said, adding that under the new terms of agreement, U.S. troops will coordinate and execute all operations with the approval of the Iraqi government and implement them through the Iraqi security forces.

Odierno released the statement a day after Iraq's three-member presidential council signed off on the pact, removing the last legal barrier so that the agreement can take effect Jan. 1.

The security pact requires U.S. troops leave Iraq by January 1, 2012. It also requires American soldiers to withdraw from Iraqi cities by the end of June 2009.

Under the agreement, Iraq will gain strict oversight over the nearly 150,000 American troops now on the ground, representing a step toward full sovereignty for Iraq and a shift from the sense of frustration and humiliation that many Iraqis have felt at the presence of American troops on their soil for so many years.

The security agreement replaces a U.N. mandate that gave the U.S.-led coalition sweeping powers to conduct military operations. The pact is still subject to approval by Iraqi voters in a referendum by the end of July.

Odierno also said U.S. troop would continue to conduct operations in Iraq against al-Qaida and other extremist groups.

"But we must do so with respect for the Iraqi Constitution and laws, and we must continue to treat all Iraqi citizens with the utmost dignity and honor," he wrote.

Odierno said the U.S. will phase in the shift in responsibilities of the military to preserve security gains.

American troops, though, continue to be targeted by insurgents. In an attack Thursday, two American soldiers were killed when a suicide driver detonated an explosive-laden car near an Iraqi checkpoint in the northern city of Mosul, military spokesman Lt. Col. Dave Doherty said.

WASHINGTON – Democrats are growing impatient with President-elect Barack Obama's refusal to inject himself in the major economic crises confronting the country. Obama has sidestepped some policy questions by saying there is only one president at a time. But the dodge is wearing thin. "He's going to have to be more assertive than he's been," House Financial Services Committee Chairman Barney Frank, D-Mass., told consumer advocates Thursday.

Frank, who has been dealing with both the bailout of the financial industry and a proposed rescue of Detroit automakers, said Obama needs to play a more significant role on economic issues.

"At a time of great crisis with mortgage foreclosures and autos, he says we only have one president at a time," Frank said. "I'm afraid that overstates the number of presidents we have. He's got to remedy that situation."

Obama has maintained one of the most public images of any president-elect. He has held half a dozen press conferences, where he has entertained question after question about the economy, the mortgage crisis, and the flailing auto industry. He called for passage of extended unemployment benefits — which has passed — and even a stimulus package if possible before Jan. 20. But he has stayed away from trying to dictate remedies for the toughest problems Congress is confronting: the auto industry's troubles and how to spend the $700 billion bailout.

Frank's remarks came as the Bush administration considers whether it needs the second half of the $700 billion of the Troubled Asset Relief Program aimed at helping the financial sector before Obama takes office on Jan. 20.

Alexander has written lives of Sylvia Plath and James Dean, but he became a political journalist in the 1990s and recently wrote several articles about Republican Senator McCain of Arizona for Rolling Stone. The first two-thirds of this biography retell the stories (third-generation navy, five years as a POW in Hanoi) we've already heard, in McCain's own Faith of My Fathers (1999) and Robert Timberg's The Nightingale's Song (1995) without substantially revising the public understanding of McCain. In fact, Alexander's version occasionally seems politically na‹ve. He deals with McCain's transition from military officer to aspiring congressman, for example, in just a few pages, never questioning the motives for this career change. This lack of political perspective may stem from Alexander's populist adulation of his subject, whom he calls "the one current politician who best articulates the hopes and dreams of the common man." It's no surprise, then, that the blow-by-blow coverage of McCain's run at the White House is sharp, richly detailed journalism. Unfortunately, the story trails off after McCain drops out of the race; there's some material on the campaign finance reform bill, and an interesting rumor that the Democrats tried to lure the senator out of the Republican Party in early 2001, but then there's really nowhere else to go (the book's epilogue was not available for review). Alexander, a fellow at the Hoover Institution and cohost of WABC radio's Batchelor and Alexander, offers an adequate enough account of McCain's life, but it will have a tough time competing against McCain's latest memoir, Worth the Fighting For.

Bali has been inhabited for a long time. Sembiran, a village in northern Bali, was believed to have been home to the people of the Ice Age, proven by the discovery of stone axes and adzes. Further discoveries of more sophisticated stone tools, agricultural techniques and basic pottery at Cekik in Bali's far west, point to the people of the Neolithic era. At Cekik, there is evidence of a settlement together with burial sites of around a hundred people thought to be from the Neolithic through to the Bronze Age. The massive drums of the Bronze Age, together with their stone moulds have been discovered throughout the Indonesian archipelago, including the most famous and largest drum in Southeast Asia, the Moon of Pejeng, nearly two meters wide, now housed in a temple in east Ubud. In East Java and Bali, there has also been a concentration of carved stone sarcophagi, which we can see in the Bali Museum in Denpasar and Purbakala Museum in Pejeng.

Bali was busy with trade from as early as 200 BC. The prasasti, or metal inscriptions, Bali's earliest written records from the ninth century AD, show a significant Buddhist and Hindu influence; especially in the statues, bronzes and rock-cut caves around Mount Kawi and Gajah Cave. Balinese society was pretty sophisticated by about 900 AD. Their marriage portrait of the Balinese King Udayana to East Java's Princess Mahendratta is captured in a stone carving in the Pura Korah Tegipan in the Batur area. Their son, Erlangga, born around 991 AD, later succeeded to the throne of the Javanese kingdom and brought Java and Bali together until his death in 1049.

On September 11, 2001, the twin towers of the World Trade Center in New York were destroyed and the Pentagon in Washington, DC, partially damaged by suicide attackers aboard civilian aircraft. More than 3,000 people are estimated to have died as a result of the attacks.

American investigations immediately following the attacks led to Saudi dissident, Osama bin Laden, being identified as the mastermind behind this operation.

On October 7, the United States began air strikes against Afghanistan aimed at ousting the Taliban (who had long sheltered Mr bin Laden) , thereby creating the conditions for his capture, and the eventual dissolution of the Al-Qaida network.

The Taliban have since been overthrown and an interim government under Hamid Karzai has been established in Kabul. Mr bin Laden remains elusive.

The American military operation is continuing in Afghanistan and the search for Taliban and Al-Qaida members has been extended into Pakistan, where a number of them have apparently sought refuge.
